In an era where all schoolchildren aspire to either be doctors, engineers, or otherwise mainstream career-oriented individuals, We at EWIS Colombo Limited encourage and facilitate students from all around the island to visit our state-of-the-art manufacturing plant located in Sooriyawewa.

On the 5th of December, we had the opportunity to host a group of 35 students from grade 12 at Ruwanwella Rajasinghe Central College.

We hope this visit was a life-changing experience for these students.

As a way of giving back to the community, we have extended an invitation to all Sri Lankan schools to tour our factory.

On December 27, we had the opportunity to host some Sri Dewananda M.M.V. students.

We wished these kids had a visit that was truly transformative for them.

E-W Information Systems Limited (EWIS) has been in Sri Lanka’s ICT Industry for 36 years, partnering with some of the world’s largest IT companies. EWIS has implemented many nationally significant solutions in the past 25 years.

In recent weeks, there have been several false and malicious allegations leveled at EWIS by the former Secretary of the State Ministry of Production, Supply and Regulation of Pharmaceuticals which have been widely publicized on News Media.

Whilst categorically denying the said malicious allegation leveled against EWIS, we wish to place on record the true and accurate facts relating to the Medical Supplies Management Information Systems (MSMIS), which formed part of the Contract of Development, Supply, Installation, Commissioning, Training and Maintenance of Management Information Systems which was awarded to EWIS by the Medical Supplies Division of the Ministry of Health as the lowest technically responsive bidder on the 20th November 2008 after a 23-month rigorous evaluation process.

We wish to state:

1.The total cost of the Contract which included both the software and infrastructure cost with 3-year warranty was Rs. 223,120,458.73/-. The cost of the software, which included Software Licenses, Implementation & Development with a 3-year warranty and formed part of the total cost, was Rs. 83,321,820 and not Rs. 644,000,000/- as falsely claimed by the official.

2.As the project was a turnkey solution, it included Servers, UPSs’ Computers, Printers, RFID Readers, Firewall, Networking of 83 locations, Data Centre which included a backup Generator and furniture with a 3-year comprehensive warranty as part of the infrastructure required for the smooth functioning of the MSMIS system.

3.As per the Contract, the recurrent cost for 2 years after the expiration of the 3-year warranty was Rs. 118,147,041.06/-. This was paid monthly in arrears since November 2020 (i.e. Rs. 4, 922,792/- + VAT).

4.The scope of the contract was to Reengineer the business processes at the Medical Supplies and implement a software solution to accurately estimate, forecast, order, track deliver and monitor the consumption of medical items from all government health institutions. The requirement was provided by a team of official from the Ministry of health and the project was implemented with the guidance provided by ICTA. Therefore, the statement that the “system does not cater to our Requirement” is baseless and a completely false statement.

5.EWIS obtained an Operational Acceptance certificate from the Ministry of Health for the National Medical Supplies Management Information System in 2017 for delivering the software as per the requirement. The Ministry of Health further expanded the access of the system through separate contracts to include Base Hospitals , District Hospitals and Divisional Hospitals. The official concerned failed to mention that these infrastructure tenders were awarded to different parties on merit based on competitive bidding.

6.The MSMIS software has the capability to provide real time information on consumption at ward level in the 237 hospitals (National, Teaching, Base, District & Divisional Hospitals) that have the system operational, which constitute 80% of the national medical supplies budget. The remaining 922 hospitals (Primary healthcare institutions) consumption is monitored at hospital level at the regional medical stores level for real time information. The accuracy of the information is dependent on the staff affiliated to each of these institutions entering accurate data in real time.

7.The MSMIS Software has the capability to support integration with 3rd party applications in use in any Government Hospital, such as a Hospital Management Information System where the usage of medical supplies based on each patient can be tracked. However, the Hospital Management Information System needs to conform to the standards in item codes and data structures which have been set in the National Medical Supplies Management Information System.

8.It is pertinent to note that neither the Medical Supplies Division nor the Ministry of Health has intimated any dissatisfaction with respect to the MSMIS to date, especially with regards to a system failure or dysfunctional system thereby nullifying the baseless and completely false statements made that the “system is not working”.

9.In fact, the Medical Supplies Division/Ministry of Health have requested certain minor enhancements to the existing MSMIS system currently in operation, which was received by EWIS few days after the false and malicious allegations leveled at EWIS.

10. The Ministry of Health has not requested a quotation or proposal from EWIS to assess the cost of connecting the 922 Primary Healthcare Institutions. Thus, the Rs. 7,000 million for the cost of upgrades as revealed by the officials, is a calculation done by them to discredit the system in place and to justify the purchase of a new system.

These undisputable facts clearly illustrate that these false and malicious allegations levelled at EWIS have not only brought disrepute to our company but has also tarnished the entire IT industry in Sri Lanka.

Our Company wishes to assure the private sector organizations, public sector organizations and the members of the general public, that EWIS will continue do its utmost to positively contribute to the National Economy during these trying times despite the challenges faced by EWIS as a result of the aforesaid statements which are false and baseless and made with clear malicious intent towards our company.

In that regard we also wish to record the fact that we have instructed our lawyers to dispatch a letter of demand to the former Secretary of the State Ministry of Production, Supply and Regulation of Pharmaceuticals and that our lawyers have already sent the letter of demand seeking damages in the sum of Rs. 1 billion and also requesting the former Secretary of the State Ministry of Production, Supply and Regulation of Pharmaceuticals to cease and desist from making any false, defamatory statements in respect of EWIS. We have also instructed our Lawyers to institute action in the event the demand is not honoured.

Sri Lanka’s first and only Original Device Manufacturing Factory, EWIS Colombo Limited (ECL) was recognized amongst the ten Best Workplaces for Women Sri Lanka-2021 for the third consecutive year.

Located in the humble outskirts of Sooriyawewa Hambanthota, ECL is known for designing and developing high quality IT devices. Pens, Papers, Classroom? No, this years’ key supply for university is a laptop

Covid-19 pandemic led to closing of universities, forcing the students to turn to Online Education as an alternative solution to continue their higher education.

However, this sudden shift, brought multiple challenges. Some students had family computers that are too old to run the new software required for online education. Some students also struggled to do their assignments through their mobile phones. And many students often faced the concern of having just one computer at home, which is being used by multiple family members. Eg: Parents for remote working and younger siblings for online schooling. Under the light of this, a dire need arose for the laptops.

General Sir John Kotelawala Defense University (KDU) is a member of Association of Commonwealth Universities (United Kingdom) and is the only university offering graduate programs in defense studies in the South Asian region. It offers courses for civil students as well in the fields of Engineering, Law, Management, Social Science and IT. Children of tri-service officers are also entitled for educational courses at KDU after a screening mechanism.

Being a truly Sri Lankan organization with national interest at heart, EWIS lent a hand to KDU, to carry out online education successfully. Accordingly, over 400 laptops were deployed to selected students of KDU under an easy payment plan, enabling the students to pursue their higher studies successfully. Educated workers are better equipped to become gainful employees – and profitable consumers. Therefore, EWIS is happy to be a part of this initiative, in empowering the nation with technology and wish all the very best for the students of KDU to pursue their higher education successfully.

Ease of use, smooth operation, reliability and security are critical aspects when conducting on-line education. In order to facilitate tuition teachers’ use of the free Microsoft Teams facilities, a Memorandum of Understanding was signed between the Information and Communication Technology Agency of Sri Lanka (ICTA) and E-W Information Systems (EWIS).EWIS will provide their expertise to on-board and train the teachers who registered themselves for this facility via www.mytutor.edu.lk.The MoU was signed by Prof. Lalith Gamage (Chairman, ICTA) and Sanjeewa Wickramanayake, Chairman / CEO EWIS), at ICTA on the 2nd of March.
