The Department of Registrar of Persons (DRP) in Sri Lanka partnered with Toppan Forms to implement a secure, end-to-end National ID Card Personalization System—designed to modernize identity issuance, enhance security, and improve service accessibility for citizens across the country. 

About our customer 

The Department of Registrar of Persons is Sri Lanka’s official authority for issuing and managing national identity cards for all citizens, playing a central role in national identity governance. 

Challenges addressed 

To enhance the integrity and efficiency of ID card issuance, the DRP needed a secure, automated personalization solution that could: 

  • Integrate seamlessly with the existing ENIC ID card processing system 

  • Ensure traceable, tamper-resistant personalization 

  • Extend card issuance capabilities to regional offices 

  • Enable real-time monitoring and inventory management
