The Attorney General’s Department of Sri Lanka partnered with a EWIS lead consortium to implement a comprehensive digital Case Management System—streamlining legal workflows, improving transparency, and ensuring efficient delivery of legal services to the Government and public sector institutions. 

About our customer 

The Attorney General’s Department is Sri Lanka’s apex legal authority and the Chief Legal Advisor to the Government. It advises government bodies on legal matters, represents the state in courts and tribunals, and conducts prosecutions in criminal cases. 

Challenges addressed 

To meet growing demands for timely legal service delivery, transparency, and operational efficiency, the department required a modern digital platform that could: 

  • Streamline complex case workflows and document handling 

  • Improve collaboration across legal teams 

  • Provide secure, role-based access to sensitive data 

  • Replace fragmented manual systems with an integrated digital infrastructure 

Transformation delivered 

EWIS designed and deployed a scalable Case Management System that enabled the department to manage legal operations with greater speed, consistency, and accountability. The implementation included: 

  • Workflow Management System to streamline case processes and approvals 

  • Task Management System to assign, track, and monitor legal tasks 

  • Document Management and Indexing System for secure storage, retrieval, and version control 

  • Calendaring and Scheduling System to coordinate hearings, deadlines, and legal milestones 

  • Complete IT Infrastructure Deployment, including computers, network backbone, and cybersecurity systems 

Setting a new standard 

The digital transformation has redefined how legal services are managed and delivered by the Attorney General’s Department. The new system ensures higher levels of accountability, data integrity, and service responsiveness—positioning the department as a benchmark for digital governance within Sri Lanka’s public legal sector.
