Sri Lanka launches IWMS for unified, transparent welfare benefits delivery with EWIS

To ensure transparency, accountability, and efficiency in distributing benefits to citizens under the social safety net, the Welfare Benefits Board—operating under Sri Lanka’s Ministry of Finance—launched the Integrated Welfare Management System (IWMS). This centralized platform is designed to monitor and manage all welfare benefits through a unified system that connects multiple stakeholder organizations. EWIS was selected as the technology partner to implement this nationally significant initiative, which marks a transformative step in modernizing and streamlining Sri Lanka’s welfare delivery framework. 

About our customer 

The Welfare Benefits Board (WBB), established under the Welfare Benefits Act No. 24 of 2002 and operational since February 15, 2016, functions under Sri Lanka’s Ministry of Finance. It oversees the implementation of welfare schemes, sets eligibility criteria, allocates resources, and ensures fair, transparent beneficiary selection across the country.  

Challenges addressed 

Sri Lanka’s welfare programs were historically fragmented, with limited visibility into who received benefits and how funds were allocated. The government required a unified, transparent, and scalable system to manage citizen data, streamline selection processes, and prevent misuse of public funds.

The IWMS, implemented by EWIS, is a fully automated, end-to-end welfare platform featuring: 

  • A centralized citizen database covering 3.7 million households 

  • Mobile apps for citizens, enumerators, and government officers 

  • Automated eligibility scoring based on 22 socioeconomic criteria 

  • Real-time dashboards for policy and payment monitoring 

  • Transparent fund disbursement directly to verified beneficiaries

The system empowers the government to optimize fund allocation, monitor program impact, and eventually graduate households out of assistance—ensuring a more sustainable and accountable model for social development.
